The board specifically named Cheney along with his chief of staff, David Addington, former CIA director George Tenet and Office of Legal Counsel lawyers John Yoo and Jay Bybee.
Yoo and Bybee were responsible for what are now called the “torture memos,” a series of memorandums from the Justice Department that provided arguments to prevent Americans from being charged with war crimes for the manner in which detainees were held and interrogated.
They pointed to others who should be considered in the criminal investigation, including Jose Rodriguez Jr., the CIA official who ordered the destruction of the videotapes of the interrogations, the psychologists who developed the torture regimen as well as the CIA employees who carried it out.
