...nowhere does the Constitution give the president authority to quarter foreign troops on U.S. soil. If
anything, the presence of foreign military personnel within our borders
qualifies as an act of war requiring the president to be responsible
for their immediate removal.
There is no allowance in the enumerated powers of the
U.S. Constitution that gives the president or any other branch of the
federal government any authority to police American citizens. This has been left to the states and to their municipalities.
